U of L did not violate Open Records Act

The question was presented in an appeal to the Kentucky Attorney General’s office, as to whether U of L had violated the Open Records Act in failing to respond to Bruce M Tyler’s records request.
In a decision by Attorney General Jack Conway on April 17, it was decided that the University of Louisville did not violate Open Records Act in failing to respond to requests that were unsuccessfully transmitted to a nonexistent email account.  Because requests did not reach the university, no error can be assigned to it.
Tyler’s requests were directed to an incorrect e-mail address and therefore were undeliverable.
